Don't use Internet Explorer, download and installl Mozilla Firefox. This has a pop-up blocker built in, and it is 100% effective.

www.mozilla.org/products/firefox

Click Free Download for Windows.

Get the google toolbar. It blocks most pop-ups, although a few still get through.
Also you need to get rid of any spyware/adware that's on your computer, as that can cause the pop-ups. Get Ad-aware, that should work.

its crap, waste of time.

the most effective way is Firefox. It'll work. Its not like you have to remove Internet Explorer - you sister can still use it. She'll appreciate firefox anyway.

it wont be messing with the computer, you dont need to get rid of Internet Explorer, just dont use it in favour of Firefox etc. Internet Explorer will mess up your computer more if you accidentally click stuff etc which will install bad programs on your computer. downloading firefox isnt any more messing about than installing a pop-up blocker.

well if its not your computer and you're not allowed to change stuff on it, why are you asking for a pop-up blocker?
